If you are a tech company, hiring digital talent is tough but when you are a part of the civil service that no one has heard of then the challenge just gets bigger. The Parliamentary Digital Service (PDS) works with the House of Commons, the House of Lords and Parliament staff on their IT and digital needs. TMP were brought in to design and execute a talent solution that would build awareness of their existence and build talent pipeline to fill their roles short and medium term.
TMP were tasked with recruiting a number of digital roles ranging from Developers to Content Designers into a new digital function for the PDS. These highly sort after candidates would be required to ensure Parliamentary digital projects were delivered on time, as the Parliamentary Digital Service were in the early stages of their Digital Transformation. It’s an exciting time to join, but there are challenges all round.
Firstly, in order to create a true partnership, we make sure we understood the complexities of the organisation and became an extension of Parliament. We then re-engaged the hiring community through workshops, external consultancy on the digital market and training on how to get the best results within difficult market conditions. We also provided a robust and adaptable technology solution to accurately manage recruitment processes and provide insight and reporting, this drives continuous improvement and highlights roadblocks.
Importantly, we began operating with an onsite Resourcing Business Partner to work alongside Parliament’s HR team and hiring community. This individual was supported by dedicated delivery team of IT Resourcing Consultants and Head-Hunters. Working within strict Parliament recruitment guidelines, we digitalised elements of the recruitment lifecycle to reduce errors and lower the time spent on recruitment panels.
Finally we created a clear messages for both active and passive candidates in partnership with a newly formed group of engaged Hiring Managers. They were able to raise the profile of the PDS as a digital recruiter, with blogs and social media activity which helped raise awareness but also started to add applicants to the pipelines.

Over the project life cycle the results have been outstanding on a number of levels. TMP helped reduce time spent on recruitment by a third, reduced agency spend by 82% and have delivered over 100 new starters. We have decreased the time to start by 22%. In this market we are particularly proud of our 95% fulfillment rate.
