We have been engaging with local authorities across Scotland, focusing on areas where we can provide support in reducing advertising spend. Unison Scotland reports that the 2017-18 draft budget will cut the local government spend by £327m, it’s more important than ever that priority is given to all areas where reduced expenditure can be implemented.
We find that Councils overlook the importance of strategic advertising reviews. We believe we have the expertise to allow us to provide a detailed case study to recommend savings and both streamlining and identifying efficiencies in the process of the placement of public notices. Our focus is on exploring every aspect of expenditure to achieve savings and obtain best value for money. Public Notice advertising is an area of significant spend where a relatively small saving in percentage terms delivers great benefit to those signing up to the Scottish Government Framework.
Firstly we requested meetings with the Heads of Service, key stakeholders and Procurement. Together we were able to outline a plan using our extensive previous experience in saving many thousands of pounds to look at how we could share these proven models of savings within the Framework.
The first step was a detailed template review. We used our in-house brand and design specialists to explore how we could comply to the brand guidelines and cover the necessary legal requirements but use less space, thereby substantially reducing media costs.
TMP edited copy content – especially unnecessary repetition, revised the layout and reviewed typography, combined the benefits of these changes with delivering a reduction in media costs of at least 20%. Not only did it provide savings to those on the Framework, but also streamlined processes which required less Council resources and improved expenditure planning. TMP present regular media spend reports to demonstrate year on year savings.
Aberdeenshire Council were the first to benefit from a review, we immediately identified potential cost savings with their Planning Notices. By implementing some simple style changes, we have saved the Council in excess of 20% in their annual spend. Perth and Kinross Council have signed up to the Framework and we made savings of approximately 20%. North Ayrshire Council came on board next and we looked at the layout and content and made some recommendations which could see savings of approximately 25% in their spend. Fife Council and Argyll and Bute are the latest to benefit from our services, we have projected savings in the region of 33% in their advertising spend.
